Biddeford is in a housing crisis. Rents are rising. Homelessness is growing. Wages have not kept up. Housing is a basic human need, and local government can help.

Build Affordable and Social Housing

  • Require more affordable homes in new developments. Prioritize non-luxury projects.

  • Use tools that increase supply, reduce construction costs, and support community-based housing.

  • Expand emergency rent assistance so neighbors can stay housed.

Protect Tenants

  • Strengthen renter protections. Fair limits on rent increases. Just-cause eviction standards. Strong anti-discrimination enforcement.

  • Make rental assistance simple to access to close the gap between incomes and rent.

Supportive Services

  • Connect housing with mental health care, substance use support, job training, tenant support, and affordable childcare.

Checks and Balances on Developers

  • Require early, meaningful community input before plans are finalized.

  • Tie approvals to clear public benefits, transparency, and enforceable conditions.

Economic and Tax Equity

A healthy local economy should work for working people and small businesses.

  • Support partners such as the Biddeford Pool Conservation Trust and empower the Conservation Commission.

  • Align development with long-term environmental stewardship, including clean water, healthy habitats, and resilient neighborhoods.

Every neighbor deserves safety, dignity, and opportunity.
